Conversation has been revived in https://github.com/astropy/astropy/issues/20184 that also includes dropping support for numpy 2.0

The dropping PR is currently at 3 approvals, 0 objection has been raised so far, and actual work within the hard C-layer is blocked by it. If no one objects to it within a week or so, I'll consider self merging it. Thanks everyone
