Termination rate error no Up load wit double zero

I Have test several times to upload  termination rates CSV wit the required   bellow  format  unfortunately ASTPP ver 4.0.1  won't allow uploading termination rates
the problem its generated in the STRIP filed seams to no accept double Zero ( TEXT format )  

P.S If i insert manually the double zero it works but we can't do that for 200.000 rates :)

previously version 3.6 was everything working fine

Way need to strip double zero ? as you noted in the image in Europe dial international --> Incoming to ASTPP -->   00 country area phone --> outgoing to  carrier  wit  prefix 12345 country area phone so we need to STRIP double 00   ( P.S version 3.6 worked fine )

For time being you can import rates without strip then perform batch update it will work for you.
