Here are the steps to setup phpmyadmin:

create /etc/nginx/conf.d/phpmyadmin.conf

Add below lines in file:
server {
        listen 8075 default_server;
        listen [::]:8075 default_server;

        # SSL configuration
        #
        # listen 443 ssl default_server;
        # listen [::]:443 ssl default_server;
        #
        # Self signed certs generated by the ssl-cert package
        # Don't use them in a production server!
        #
        # include snippets/snakeoil.conf;

        root /var/www/html/phpmyadmin;

        # Add index.php to the list if you are using PHP
        index index.php index.html index.htm index.nginx-debian.html;

        server_name _;
        access_log /var/log/nginx/access.log;
        error_log /var/log/nginx/error.log;

        location / {
                try_files $uri $uri/ /index.php;
        }

        # pass the PHP scripts to FastCGI server listening on 127.0.0.1:9000
        #
        location ~ \.php$ {

                fastcgi_split_path_info ^(.+\.php)(/.+)$;
                fastcgi_pass unix:/var/run/php/php7.3-fpm.sock;
                fastcgi_index index.php;
                fastcgi_param SCRIPT_FILENAME $document_root$fastcgi_script_name;
                include fastcgi_params;
                fastcgi_buffer_size 128k;
                fastcgi_buffers 256 4k;
                fastcgi_busy_buffers_size 256k;
                fastcgi_temp_file_write_size 256k;

        }

}

restart nginx

If you are on Debian 9 then you need to open 8075 port in firewall.

Here are the commands to do that:

firewall-cmd --add-port=8075/tcp
firewall-cmd --runtime-to-permanent

Now you should be able to access phpmyadmin on http://IP:8075

Thanks,
