ver 1.0-3 of aster package

version 1.0-3 of R package aster has been accepted by CRAN.

This version has no user-visible features and need not be applied by any user (only test changed to account for changes in R-3.6.0).

But every aster user should update to at least version 1.0-2 (which I did not post an announcement like this for).  It includes some important changes to the computing for more accurate results and more checks on data validity.  As Ruth Shaw found out this weekend, these checks do catch data errors.
