Cold weather and homeless

Houston is just a big overgrown country town. It has no zoning
laws—build what you want, where you want it. The traffic cops have no
quota of tickets, they are judged on the traffic safety statistics in
the area they patrol.
The south Texas location and proximity of the Gulf make for a milder
winter than we have here and so Houston is easier on the homeless than
places here in central Texas. But the traffic there has become
intolerable since we left there and came here.
But winter here isn't as harsh as in the middle or northern US, of
course. This might be a good time to start thinking about what we can do
to help the homeless to get through the winter.
