I have working Win10 licneses. (this is NOT a licensing question). Creating install media from these ISOs with the Win7 DVD to USB tool. Only the Win10 Media Creatino tool works, but that doesn't have enterprise on it.
Background:I have Win10 Enterprise licenses in the volume license service center. I downloaded the ISOs, and used the old Windows 7 USB creation tool, but newer tablets do not see this installation or boot from it. The newer tablets see Win10 bootable USB sticks that are made from the Windows 10 Media Creation tool without any issues.
The first and most obvious choice for creating Windows 10 installation media is the Windows Media Creation Tool. This application allows you to download the Home or Pro versions of Windows 10, and you can pick from the 32-bit or 64-bit version for both. Typically, you would do this from within the UEFI, which you can access by hitting one of the function keys (F1, F2, F3, F10, or F12), Esc, or the Delete key, as soon as you start the computer.
Unlike third-party software like Driver Booster Free and IObit Software Updater, Windows Media Creation Tool is available on the Microsoft Store. The primary focus of the program is to install the latest OS version and updates. In order to accomplish this goal, you need to run the program as an admin. Additionally, you need to accept the license terms and notices before choosing the specific action. With the tool, you can either create an installation media on USB or upgrade the PC.

Please prepare and check the reinstalling environment of your PC such as a recovery DVD or USB memory and backup media before installing Windows 10.

Download and launch the Windows 10 Media Creation Tool. Once you launch the tool, it will walk you through the steps required to create the Windows media on a USB or DVD-R. Note: Even if you already have Windows 10 installed, it's a good idea to create bootable media anyway, just in case something goes wrong and you need to reinstall it.
Insert the Windows installation media you created into your computer and boot from it. How you do this depends on your computer, but most have a key you can press to initiate the boot menu. On a Dell PC for example, that key is F12. If the flash drive doesn't show up as an option, you may need to restart the computer. Sometimes it will show up only if you've inserted the media before turning on the computer. If you see a message like, "press any key to boot from the installation media," press a key. You should see the following screen. Select your language and keyboard style and click Next.
Whether it was already there or you worked through the steps above, at this point you have Windows installed. Now use the Ubuntu installation media you created earlier to boot into Ubuntu. Insert the media and boot your computer from it. Again, the exact sequence of keys to access the boot menu varies from one computer to another, so check your documentation if you're not sure. If all goes well, you see the following screen once the media finishes loading:
