How to create and rename a git repo?

Is there _any_ way to create a new git repo and then rename it with
the API? Every year or so I revisit this issue (first reported in
2013!), and it still doesn't appear to be working. I can create a new
repo, but "git-295" isn't a very useful name. I've tried to change
the "menu_name", but that doesn't have any effect.

It seems like such a simple request...what am I missing here? (FWIW,
I can do this at bitbucket, github, gitlab, azure, and sourcehut.)
