Please find attached flying minute (also pasted below) and quote.  Please reply with your vote prior to 8 November 2014.


Building Wash Down and Pressure Cleaning

That the Committee approve a building wash down and quote from R.A.S. for $2200.00 (including GST)

That the Committee approve pressure cleaning of external concrete car parks / hardstand paths / stairwells and quote from R.A.S. for $440-00 (including GST)

Explanation summary

It is recommended that a wash down be done every 2 years as a minimum, and the building is presently well overdue. Of particular concern is the early evidence of corrosion, caused by salt deposits, to the underside of roof panels under the eaves, which really should be done more frequently than the total building wash down.

 

With regard to pressure cleaning of external concrete car parks / hardstand paths / stairwells, it can plainly be seen that this needs to be done.  At the recent caretaker’s maintenance review it was suggested that this needs to be done every 6 months which makes this pressure clean well overdue.

 

Proposed schedule:-

 

Building Washdown & Paint at start of cycle

 

Building Washdown Year 3

 

Building Washdown Year 6

 

Building Washdown & Paint year 9

 

 

Estimated cost of Washdowns only -$2200

 

We have $3500 in this year’s budget for pressure cleaning

Pressure clean under eaves only –Twice a year- Estimated cost $600 each N.B. this would be included in the cost of the building washdown , so in years 3/6/9 we would only need to budget for $600 not $1200

I contacted RAS twice last week to see if they are a viable contractor for this work, so far I have not been able to get hold of their estimator.

 

I will try again but if I do not get a result , I will get another alternative quote. I will get back to you by the end of the week.

I am sorry I have not been involved in any email conversations recently.
 
Rest assured I have been receiving and reading the emails. In the 21 days since I last responded to a committee email, around 60 Aspire-related emails have arrived in my inbox. By my reckoning, less than half have been related to the normal operations and duties of the committee. Very important work has been carried out, and I would like to thank everyone, and Richard in particular, for their efforts on all our behalves. Important repairs have been undertaken. There has been an external review of the manager's role.
 
As for the rest of the emails...politics and distractions
 
  • Problems with the handover between AAA and BCP
  • The apparent formation of a "committee against the committee", and an invitation to resign
 
Valuable time and energy ( and it would appear, eventually money) is being spent on disputes which once again threaten to de-legitimise the committee and its work, and distract from and paralyse its function.
 
I am concerned that the committee as a whole have had no formal advice from our current manager from BCP on the matter of the disputed election. I say this as we have been told that he is advising our Chair on the issue, and if my interpretation is correct, promulgated the idea that the committee resign.
 
Where is his advice in writing ? Where is his advice that the election was not conducted according to the rules and regulations, and thus the grievances have enough credence to justify a mass resignation ?
 
Who is providing advice to the 8 signatories ?
 
Aspire is not the first strata titled property I have had dealings with, but the disputation and apparent lack of goodwill is a first for me. I find it confounding as we all at the end of the day have the same core interests.
 
Perhaps an alternative to the current disagreement over committee membership is to throw it open to all owners, with an opt out rather than opt in policy. That way everyone who wants to contribute is included in discussions and can have their say. I know it may become unwieldy, but the current system continues to cause much unhappiness.

You will now have received an EGM notice.  Please be advised that the Secretary was not involved in calling this meeting.  I have not received any notice from 25% of owners.  I have requested to see the information from Michael Wylie.  Richard has taken it upon himself to circumnavigate this committee and call the meeting himself, again showing his lack of knowledge of process.

 

I note that the EGM is scheduled for a Friday.  Which will mean it is almost impossible for people to attend.   Committee members have made it abundantly clear that they can only attend meetings on a Saturday, so why is the EGM being held on a Friday?

 

I propose this as a flying minute, that the EGM date be changed to Saturday, 13 December to allow as many owners to attend as possible.

Hi

Regarding the proposed date of the EGM- I was a little puzzled regarding the day chosen as it has been made abundantly clear that the majority of committee members/owners are usually unable to attend week day meetings due to work commitments.

I am unable to attend the EGM as I will be in Sydney with one of our daughters who will be recovering (well, I hope) from brain surgery. However, Colin would like to be able to attend and week days are certainly not possible for him.

My vote is therefore:

YES to having the EGM on Saturday 13th December.

Nine owners out of fifteen have requested this E.G.M. so it could be concluded that the motion to dissolve the committee will be carried.

 

The first motion will be to approve the 2014 A.G.M. minutes, the second motion will be to dissolve the committee, and after that is the closure of the meeting, no general or other matters will be discussed. On this basis owners do not necessarily need to attend.

 

Therefore I vote NO

 

 

 

 

 

Re.this Saturdays committee meeting, I am keen to proceed as there is a lot of work to be done, but in light of the impending E.G.M. we should not be making any controversial decisions. Having said this I believe that making a start on the managers review will be worthwhile even though whatever we come up with will need to be ratified by any new committee, the manager, and subsequently a general meeting.

Richard’s statement below about the business of the EGM is incorrect.   An election will also be conducted for a new committee.  Surely given the grounds for sacking the committee, those responsible would want to ensure that every owner had the opportunity to attend. 

 

The funny thing is that last year’s nominations were the only legitimate process that Aspire has had for some time, if you consider Cameron’s ineligible election to the committee previously and multiple nominations that I feel sure have occurred not only last year but in the past.

 

So my vote is yes.

I feel that you may be confused.

 

My interpretation of the B.C.P. Strata E.G.M. is that the E.G.M. to be held 12/12/14 is to “Dissolve the current committee and  call for nominations”

 

  There will be no election.

 

However, only if the motion above is passed, and owners vote for it , there would be a second E.G.M. to be held 8/1/15.

 

We are going through a difficult phase at the moment, and I am trying not  to inflame an already volatile situation so I would respectfully request that you refrain from making sweeping statements like those contained in your second paragraph.

Please find attached revised letter to be circulated as soon as
possible, prior to the upcoming school holidays "crush".
For those unable to attend the meeting held on Saturday, we agreed to
circulate this notice immediately with a number of amendments to the
previous version that was circulate with the agrnda and other documents
for the meeting.

Please let me know if you have any suggested changes, etc. As mentioned,
we wish to get this out asap as school holidays are fast approaching.
