Is a Fairing Required

If I were to do testing which proves why its more beneficial for there to not be a fairing, is it allowed? Or does each team must have a fairing regardless of the effect it plays? 

Would be much appreciated for a responce

You can compete without a fairing.

If you look at Appendix 1, Design Event Scoresheet, you will see the scoring layout for the report. In the analysis section there is breakdown of how your fairing analysis is scored by the judges. I would recommend that you have a model of your rider in your vehicle when you complete your aerodynamic analysis.

In Appendix D.1 it states that "All entries are required to have an aerodynamic device incorporated into their design (makeshift items, false claims, and claims such as reclined driver position contributing to aero will not be granted credit)." Does this mean if I were to design and test a fairing but not manufacture the fairing itself and prove that the fairing will do little to benefit the performance, this would be suitable for the competition and points will not be lost?

Dominic,

If you design a fairing, validate that it does not benefit the performance,  and do not include an aerodynamic device on your vehicle, you will not get points for the "Aero Device Incorporated"  section of the report. You will notice that there are 6 discretionary points allotted to the Analysis section of the design report. If you did a good job substantiating why you don't have an aerodynamic device, you could earn discretionary points.

As a side note, "testing" as it relates to ASME's eHPVC is physical testing and "analysis" is virtual or hand calculations. I just wanted to clarify this based on my understanding of your comment on testing a fairing without manufacturing one. For example, a rolldown test on a full size fairing or a wind tunnel test of a scaled model would count towards the testing section, whereas CFD of a CAD fairing would be considered part of the analysis section.
