Question Regarding Cargo Space Requirement

Dear HPVC Judges,

After reading through this year's rule book as well as comparing this to the rule book of previous HPVC competitions, I was wondering if it was necessary to include room for cargo on the bike. If this is the case, I was wondering if there was a certain capacity of cargo that we may need to carry.
