Doubt regarding the mode of conduct

Hello,

I am Having a doubt regarding e-HPVC 2023. Since it's written over there that E-fest is gonna be conducted in fully virtual mode, but at the same time, details of physical location and other fabrication rules of the vehicle are given in the rulebook of HPVC.

So do the teams need to fabricate the vehicle physically OR just make the digital model, the way we did in the last 2 years?
And also, is HPVC gonna be an in-person?

HPVC will be in person this year so the vehicles must be physically built,
