Doubt regarding Maximum System voltage of 50V

to ASME Human Powered Vehicle Challenge

In the rulebook it is mentioned, that "maximum system voltage limited to 50V".

Does this mean it is the total voltage of traction and accessories batteries used in the system ??

We have used a 48V traction battery for our vehicle and an additional 12V accessory battery for lights. Does this violate the safety requirements?
