Recently when was setting up new instance I got the above mentioned
errors "THE SITE BOOTED WITH INTERNAL DEFAULT SETTINGS, BECAUSE OF:
bea.jolt.ApplicationException: TPESVCFAIL " on the login page and
"Jolt Session Pool cannot provide a connection to the appsever. This
appears to be because there is no available application server
domain." in webserver log files

I tried the solutions provided in the Oracle support document ID
621495.1, by replacing the HOSTNAME with IP address in Applicaton
server config file as well as in webserver's configuration files. ping
the applicaton server with hostname,PTWEBSERVER password and
application server availability etc.

None of the above solutions worked for me,but I was able to resolve
the issue by changing my JSL port to bigger value ,which is not closer
to JSL ports of other application servers running on the same machine.

Strange thing here is you nowhere find the information on portconflict
either in application server logs/webserverlogs application server
boots up with out port conflict.

Hope this may be helpful if you face same kind of error.
