Hey guys, here are some more websites and papers that I found that relates to traffic congestion control. I am still looking for prices of how much it'll cost to implement these controls. However, most papers relating to this topic only states the amount that would be saved or made in revenue if we were to use these controls. If anyone can find anything relating anything economical...please send!! It'd be much appreciated.
