Mmmm...I really want to...except I know for sure that I am over the word limit right now =S

I added in the part about using the numbers entering the city, but I kept the population ratio because to me, that makes more sense. I added in the new sources in red down at the bottom of the page. but I'll send it now so everyone can have a look.

I don't think we were planning on paying on the streets, just online (with a paypal account or something) or at customer service desks in grocery stores.  When people pay, their license plate numbers will be entered in a system that records how much money they have paid (for example, they could put $300 on their plate and not worry about the fee for a while until it runs out).  In this case, could we eliminate the billing machines?  I'm not sure if the registration system would cost very much as they wouldn't be "registering" just paying money into an account that is associated with their license plate...like putting money on a Starbucks card. 
Perhaps to ensure that our project is really clear for the people marking it, you could add a few notes under some of the categories, for example: team of workers: bus drivers, license scanners... (I just made those jobs up).  I think we should be a bit more explicit about what each category includes, and how you came up with the cost (what your estimates are based on, other than London's numbers).
I know this is a lot of work for one person.  I'm still working on cutting out about 300 words and changing the stuff about the major traffic routes, otherwise I'd offer to help.

If we aren't, I don't know if that's an infringement of privacy, and last day someone suggested that we implement a new system. I'm a bit unclear about some of the components of the budget.  For example, what is the money for the license plate registration paying for?  Could we use the existing license registration system (the one that registers all vehicles on the road)?  Also, what are the billing machines?  Does this refer to the system of registering your vehicle online or at a grocery store?  Wouldn't that be relatively inexpensive?

That way we won't have everyone trying to get downtown and out of downtown along the same routes. At first I thought of adding the Portman Bridge, but this is only one route from the east, and will cause congestion on all the streets that travel to downtown.
In other words, we need to place cameras on all the streets entering downtown Vancouver, otherwise only a portion of the population will be taxed.  This means more cameras and more advertising. 
If we leave it the way it is, there is a huge flaw in our proposal.  I am happy to change key phrases to include "all traffic routes" vs "bridges".  The budget will need to be altered to account for the increase in cameras.  Is everyone ok with this change?

I think we should estimate fines but also establish a grace period of maybe two-three weeks for people to adjust. So maybe no fines for the first three weeks and then we'll get it set up. We could say that we can estimate the number of fines from people who don't pre-pay during the grace period? Although the fines would probably go down with time...

I agree that substantial fines would change the makeup of the profit.  Should we estimate a number of fines, or just state that we are underestimating the profit by not including fines?

I was thinking something more like $3 per crossing during peak hours - $5 comes down to $10/day if you work full time plus gas plus parking, etc. Could pre-payment be $3, and fines be $5, maybe?

I agree that population is important to consider, and that Karen's write-up illustrates that point really well, but maybe we should look at the number of commuters who will actually be paying the fee (when calculating numbers)?

Also, I think the best way of rationalizing our budget would be by population because that helps us correlate with London. What we have is good because it shows that we thought about our populations. I think at this point it's really good and well thought out.

We haven't calculated how much the toll is or how much the fine should be.
I'm also a bit worried that the budget is based on population of the city and not the number of vehicles commuting each day.

That sounds about right Kyla. I did do some stuff with the Bibliography, but really i think it just needs to be looked over by someone who is used to/likes MLA. 

I think we could still cut some stuff, but it's not the end of the world if we don't. Word limits are typically approximations, so I think we're close enough of all of them.

It's about 100 words over the limit, so I think we can definitely cut bits out. I did include quite a bit of detail as to what each requirement does particularly, but if we want to broaden it a bit, that's just fine. Also, I'm afraid it's not extremely specific because there just isn't enough space to explain everything to such detail. :(

However! I did include the sources to where I got some of my numbers from ^_^ I think it should be okay...if anyone wants to add or take away something...feel free to give your input for editing.
