End Profiling Campaign

Nationwide, we are all bearing witness to cases of police profiling and the dreadful escalations thereafter. In Oregon, there are no systems in place for people to report cases of profiling. There are no accurate data reflecting the realities of profiling, and accountability remains unchecked. This needs to change. Our law enforcement must serve to protect, not criminalize!

Oregon House Bill 2002 (originally three bills, but they have been combined into one) will ultimately serve as a tool for community to keep their families, friends and neighbors safe by:

Defining & Banning Profiling - Defines profiling as solely using someone’s race, ethnicity, religious affiliation, national origin, language, housing status, sexual orientation or gender/gender identity as a basis to stop, question, or search them.

Data Collection - Requires Law enforcement to collect data and record when they stop an individual who belongs to a protected class highlighted in the definition.

Accountability - Gives the Criminal Justice Commission (CJC) the authority to collect and house profiling based complaints on law enforcement. The Attorney General may give notice to the violating law enforcement agency and or investigate if they think an agency or individual has a systemic issue.

What is the House Judiciary Hearing?

In order for End Profiling (HB 2002) to become a law, the House Judiciary committee has a hearing then makes a recommendation to bring the bill to the House floor for a vote by the representatives. Once the House passes a bill, it goes to the Senate side for the same process to take place. When the Senate passes the bill, it then goes to the state governor to sign the bill into a state law. So this hearing is super important!  The best way we can make sure it passes is if you attend the hearing with us and show these legislators how important this issue is! This House Judiciary committee hearing takes place Monday, March 30th 3:00-5:00 PM at the Oregon State Capital in room 343.

End Profiling state-wide coalition: Oregon AFL-CIO, Urban League of Portland, PFLAG Portland Black Chapter, Japanese American Citizens League (JACL), United Church of Christ (UCC) Central Pacific Conference, Basic Rights Oregon (BRO), Causa Oregon, NAACP of Lane Co., Oregon Action, Oregon Health Equity Alliance (OHEA), Family Forward Oregon, YWCA of greater Portland, Rural Organizing Project (ROP), Asian Pacific American Network of Oregon (APANO), Community Alliance of Lane County (CALC), League of United Latin American Council (LULAC), and the Center for Intercultural Organizing (CIO). We are also individuals personally affected by the issue of police profiling and allies who stand against the profiling our loved ones and neighbors live through.
