Imagine being able to design, undertake and have the results of a research study in about two weeks (four weeks for the GOLD standard)!!!!
We have started using a methodology called Rapid PEER evaluation in a few of our countries and the initial results have been very positive.  

But, its more than a research tool. It is also a nice way to capture powerful and real life stories about how your target audiences interact with your products/services that you can use in your donor reports and presentations! These snippets are often more powerful and emotive than numbers from our dashboard tables!

Rapid PEER evaluation is a highly participatory rapid evaluation method using established and trusted relationships between members of the target audience to collect data. 
It’s strengths?
  • It explores issues that can be difficult to capture through quantitative methods
  • It captures unanticipated benefits and consequences of interventions beyond key logframe indicators
  • It gives program recipients a voice and allows them to communicate in a way they feel comfortable with resulting in rich insights and stories of change
  • It’s quick - data collection, processing, coding and analysis happens simultaneously so takes weeks rather than months
This could be a useful tool for your platform if:
  • you want rich insights into recipients’ experiences of program to inform future program delivery
  • you work with marginalised groups [ i.e. MSM, FSW, CFSW, ARY, IDU, migrants etc] 
  • you want to explore sensitive issues that people are not comfortable discussing with interviewers or where you’re concerned that you’ll get normative responses (i.e. respondents will tell researchers what they think they want to hear)
  • your program involves a sustained interaction i.e. drop in centre, workshops, service, NOT mass media only or a one-off IPC session
  • when standard tools aren’t working 
  • when DALYs don’t/can’t capture [full] program impact
Where are/might we use it?
  • Thailand – IDUs DIC/PEER Educators
  • PNG – Married couples - Marital Relations Training workshops
  • PNG – Home-based Management of Malaria (Community Based Distributors, Caregivers)
  • CAR – At Risk Youth – Youth Power Centre? IDUs? Migrants?
  • Russia – MSM Human Rights? At Risk Youth? IDUs?
  • India (2005) - Auto drivers
  • Could be used for measuring whether change is sustained over time/program monitoring
  • Could use the mechanics of rapid PEER to answer other types of research question i.e. program design
Other organizations that have used this approach include FIGO, DFID, GTZ, EngenderHealth, IPPF.
