Regarding 63/64 letter count

You mentioned that there are 63 or 64 VarNa's in Vedic Sanskrit , and this is by the addition of "Yama" varNa and the pLutaH "lru". But isn't the plutaH "lru" already counted in the swara count?

क ख ग घ एते स्पर्शेषु दृश्यन्ते ते न यमवर्णाः। सादृश्यम् अस्ति। किन्तु यमवर्णाः पृथक् स्वीकृताः शिक्षाग्रन्थे।
