भो! अभयङ्करमहोदय!
अनीत्वा पड़कताम् धूलिमुदकम् नावतिष्ठते ।  
एतद्वाक्यस्य  कः अर्थः भवेत्? अथवा वाकयस्य कश्चित् दोषः अस्ति वा?
(My guess was : Having carried dust water obtains the state of clay hood!, indicating the power of association, however अनीत्वा seems to be a questionable usage!)

प्रायः अस्याः सूक्तेः अन्वयः =>
धूलिम् पङ्कताम् अनीत्वा उदकं नावतिष्ठते |
Water cannot stay unless it makes mud of dust. 
It is characteristics of water that whatever dust will come unto it, it will make the dust into mud. 
एतद्विधेन अन्वयेन, न कोऽपि व्याकरणदोषः |
As a technologist, it comes to mind that water-curtain is a good way to prevent spread of dust or particulate matter. 
  • Water wash booths trap paint over-spray with curtains of water and deposit them into a collection tank, which must be cleaned of sludge periodically.
So, अनीत्वा पड़कताम् धूलिमुदकम् नावतिष्ठते is not just a सूक्ति. 
Rather, it contains a hint of an environment-management engineering system !! 
The "over-spray of paint" mentioned here isधूलि and "sludge" mentioned here is पड़कता. 

I hope, you would like this modern interpretation of an age-old सूक्ति. 
Just convert the negative tone of the सूक्ति into affirmative 
उदकं धूलिं पङ्कतां नीत्वा (एव) अवतिष्ठते 
Then it becomes a code for an engineering system.
