Option A: Yes, the chapter will have to pay back the assist funds to the GF the amount that is the difference of its year end balance as of 12/31/2012 and its total disbursement for 2012, if that amount is greater than 0.
Option B: No, the chapter can keep the funds, irrespective of its year end balance
