Program: The Pentagon - September 11th, 2001 FEMA's Urban Search and Rescue Mission
On September 11th, 2001 the Pentagon was one of the targets of what was the most deadly attack on the United States in its history. The Federal Emergency Management Association (FEMA) responded by deploying its Urban Search and Rescue teams (USAR) to both New York and the Pentagon. These USAR teams specialize in search and rescue in urban disaster situations such as earthquakes, hurricanes and terrorist attacks.
Virginia Task Force One based in Fairfax County, VA (also known as VA-TF1) was the first FEMA USAR team to arrive at the Pentagon at approximately 1:30 p.m. on September 11th. VA-TF1 is FEMA's most experienced USAR team having been deployed to several disasters around the world including the Oklahoma City bombing, the U.S. embassy bombing in Nairobi; earthquakes in Armenia, the Philippines, Taiwan, Iran, Turkey, Haiti and Japan.
VA-TF1 and the other FEMA USAR task forces played a significant role in stabilizing the damaged structure and escorting the FBI, the United States military and the NTSB into the building during recovery efforts. Shoring plans were developed by engineers and rescue crews to stabilize the structure. Over 42 interior columns required shoring in order to safely begin recovery operations in the area of the impact.
Mr. Leo Titus Jr., P.E. of ECS Mid-Atlantic. is a civilian member of VA-TF1 and was one of the Structural Specialists deployed to the Pentagon on September 11th, 2001. Mr. Titus' presentation will be an overview of the involvement of the FEMA USAR teams at the Pentagon from September 11th through September 18th, 2001. There will be an emphasis on the damage to structural members and the shoring process used to stabilize the building during the first several days following the attack.
