Bug fix, test suite, and resources

Hello all,

I've put in a fix so that the vertices in each region() are always reported in counterclockwise order.  I've also created a test suite, which  incorporates an example of how to use the Voronoi::nearestSitePoint() function, and I've been adding links to the Resources page.
