I got a message asking me to "report to (and only to) he...@arxiv.org, so your problem can be investigated. Note: You must report that the blocked access was logged from:

(none) [--removed--] at export.arxiv.org
with User-Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:75.0) Gecko/20100101 Firefox/75.0"

I did that, and I got a REJECTED message which read in part "If you are reporting blocked

access, you must provide the "blocked access was logged from..." information." I had done this.

I succeeded in logging a ticket by removing HTML formatting from my email and sending it plain text. It wasn't immediately obvious that this was the issue, so I'm posting this as a helpful note.
