Should ArxivBot contribute a vote?

Many sections appear to be completely inactive because articles with zero votes never make it to the "hot" view (default). Unless people know to switch to "new", it looks like ArxivBot might be malfunctioning.

I think it would be better for articles submitted by ArxivBot to be capable of making an appearance in "hot", certainly to the extent that they can be shown in preference to months-old papers with one vote.
