The Microsoft Remote Desktop client is used to connect to Azure Virtual Desktop to access your desktops and applications. This article shows you how to connect to Azure Virtual Desktop with the Remote Desktop client for Windows, which only allows you to subscribe to a feed made available to you by your organization administrators.
You can also connect to Azure Virtual Desktop with Windows App, a single app to securely connect you to Windows devices and apps from Azure Virtual Desktop, Windows 365, Microsoft Dev Box, Remote Desktop Services, and remote PCs. For more information, see What is Windows App?
Here's how to install the Remote Desktop client for Windows using the MSI installer. If you want to deploy the Remote Desktop client in an enterprise, you can use msiexec from the command line to install the MSI file. For more information, see Enterprise deployment.
If you left the box for Launch Remote Desktop when setup exits selected, the Remote Desktop client will automatically open. Alternatively to launch the client after installation, use the Start menu to search for and select Remote Desktop.

A workspace combines all the desktops and applications that have been made available to you by your admin. To be able to see these in the Remote Desktop client, you need to subscribe to the workspace by following these steps:
If you selected Subscribe, sign in with your user account when prompted, for example us...@contoso.com. After a few seconds, your workspaces should show the desktops and applications that have been made available to you by your admin.
If you see the message No workspace is associated with this email address, your admin might not have set up email discovery, or you are using an Azure environment that is not Azure cloud, such as Azure for US Government. Try the steps to Subscribe with URL instead.

Once you've subscribed to a workspace, its content will update automatically regularly and each time you start the client. Resources may be added, changed, or removed based on changes made by your admin.

Restart Windows, making sure all pending updates are applied. Some users have found that restarting Windows, or restarting eM Client a few times resolves the issue, but otherwise you will need to delete the database.
Have you considered the possibility of an OS issue?
If so is your Win11 a clean install or an upgrade from Win10?
I have a clean install on a new laptop that has never been a problem.
I also had a laptop that I upgraded from Win10 to Win11 that was never really stable with some software not performing correctly (not eMC as it happens) my solution was format the drive then a clean install, since then no problems.
Something you can try is to roll back the latest updates on Win11 one by one to see if this makes a difference.
Also you can try running SFC and/or DISM
If you have created a new Windows user profile and it now works, then you have some corruption or registry issue in Windows and could try running running SFC and/or DISM as @skybat already advised, or try a registry restore. Failing that contact Microsoft to see how to fix a corrupted Windows profile.
Tried SFC and DSIM and they returned no errors. Thing is, even after I unistalled em client and deleted the database again, some settings still remained. For the new user, after I reinstalled EM Client, the wizard that adds a new emai address didnt appear.
The only registry option of interest is the database location. That will only be there if you chose a custom database location. No other settings or preferences are in the registry. They are all in the database.
By default, the database is the C:\Users\yourusername\AppData\Roaming\eM Client\ folder. That means you need to delete the C:\Users\yourusername\AppData\Roaming\eM Client\ folder. If you moved the database elsewhere, you will need to delete that folder instead.

As always, check the client changelog and server changelog to get an idea of what you are missing and potential issues you can face when using old version. Also, this compatibility list might be useful.
I also do not allow any client side changing of settings. This is mostly to protect clients (both the customer and the software) from tampering with the system. In addition, it is a good best-practice measure against software that might also attempt to corrupt files on the machine, which would then infect the backup. Anything the software can do, the virus or ransomware can also do, so good best practice to follow.
And one more thing about that installer screen you mentioned - there is some weird bug there, in order to get it working like I described, you have to close it without confirming anything, just hit the window close icon.
