Angel investors don't typically troll student mailing lists in this way, especially while failing to list their company name and exact location. If you do a quick google search, the same spam pops up with an associated website www.ahmedandbrothers.com which is no longer active.

I hope no one actually responded to this guy, as it is clearly a scam.
