If Code::Blocks IDE can be adapted for using ARM GCC toolchain, then
we might as well use Code::Blocks only. The software can be downloaded
from http://www.codeblocks.org/downloads/ and it works on Linux,
Windows and Mac ( all the major ones of concern ).

I came across this interesting link:

Since I haven't done ARM development myself, I wont be able to quickly
tell how well it works and I don't even have the hardware to
experiment. Although I will try to experiment on an emulator.

So, if someone who has the required hardware can experiment with it,
it will be helpful to see what all things we would need to adjust.
