All – I need to apologize for being late getting this out.

 

As the next step in the Master Transportation Plan we have been asked to help develop Strategies.  This is really important as this is where the rubber hits the road.  To my understanding is that the Strategies are the specifics as to what the County will do to make these policies reality.

 

Since we are only allowed two per – please start sending your best and we will wade through and figure out what our group response would be.  Either fill out the Word document and send it back to me or send me suggestions in an email (but please identify which policy you are tying to).

We hope you all have a chance to discuss the strategy themes related to the polices with your respective committee or commission in advance of the meeting. As a reminder we would appreciate these strategy themes be sent to us no later than end of day Sunday, March 8.

 

Assignment (for reference)

As we begin the work of developing strategies, we ask that your committee/commission develop up to 2 strategy themes per policy. We encourage you to develop strategy themes for as many of the policies as possible, but we do ask that you limit strategies to no more than 2 for each policy. This will help us understand everyone’s top priorities. As mentioned, we’ve created a worksheet (attached) to organize the responses.

Mike, my top two nominations for strategies:


Under policy 13 - Ensure safety is the first priority on all projects, plans, and initiatives that impact the transportation network.

Strategy: Provide facilities that separate vulnerable road users from motor vehicles.


Under policy 14 - Evaluate new technologies, tools, and best practices and incorporate those that improve the transportation system and the experience of those who use it.

Strategy: Use the capabilities of self-driving cars to prohibit speeding, red light running, following too close and other infractions even if the car is being manually driven.

All - in an effort to "prime the pump" I am sending along the draft strategies developed by the PAC. As noted, we need to develop our own list - two per policy. One question for Monday night - do we develop a completely different set, or are there some for which we would like to add more weight, by having the same strategy submitted by both the BAC and the PAC.

All - I have added Randy's ideas to the worksheet and started filling in some of my own. At this point I did these without reference to the BAC draft, so there could be some overlap. I have not provided strategies for all the policies, so we REALLY NEED YOUR HELP.

Also - since we can only provide 2 per policy it is important that these are well thought-out and well written. Please critique, improve, augment, object to, what we have so far.

Thanks so much Mike & Randy,

I added my edits in a shared Google doc. Others can jump in too - just make sure you're "suggesting" not "editing" so we can continue a conversation.

My had a number of comments/edits but my biggest are probably in the mode separation area (allow for "mixing streets" where people bike on the street, but use signage & infrastructure to reduce car volumes and speeds on those streets; separate walking from biking when there are high volumes & speeds of people biking - search for "separate modes"); and adding in references to kids and schools all over (include kids in engagement; consider kids in planning; school streets - search for "children").

The very last one is that one that I think would have the biggest immediate impact: "Immediately install signage and other improvements to identify the current network for safe and comfortable biking. Name and sign routes so that users can more easily navigate on the street. Update such network as improvements are made to make more routes safe and comfortable. In other words: take over the Happy Wheels Network and improve it."

All – I have reviewed Randy’s, Gillian’s and my own input and consolidated as best I could.  Please take a look.  I need to send this out on Saturday.  Please review and respond before then if possible.  I would like to be able to confirm that these have the full support of the BAC.  Let me know if you are not able to access the document.
