BAC Representatives Needed to Review Land Use Plans and Transportation Needs at the Former Key Bridge Marriott site in Rosslyn

Hi BAC,
We are looking for a representative and an alternate to participate in a meeting on the evening of Mar. 18th at 7 pm concerning the former Key Bridge Marriott site. (There may be additional meetings after that date, TBD). They are asking for our nominations by this Monday COB.

From the announcement (via Elwyn):

A request was submitted for the subject property located at 1401 Langston Boulevard to either:

  1.  Retain the existing GLUP designation of “High-Medium” Residential and the existing C-O-2.5 zoning district, in anticipation of site redevelopment through a Phased Development Site Plan (PDSP); or
  2. Amend the GLUP to extend the Rosslyn Coordinated Redevelopment District (RCRD) to include this site and change the land use designation to “High” Office-Apartment-Hotel, in anticipation of site redevelopment through a site plan application and rezoning to the C-O Rosslyn district.

Hey Cynthia,

This specific Special Land Use Study is related to the applicant's proposed General Land Use Plan (GLUP) amendment - they are basically asking for a change in land use to build more density than what is currently allowed for the site. From the GLUP site:

  • "The LRPC for Special GLUP Studies is made up of representatives from the Planning Commission and invited representatives from other stakeholder groups, including other County commissions that have key insights into the proposed amendment (e.g., Transportation Commission, Housing Commission), surrounding civic associations, and other community groups, businesses, or stakeholders that may be directly impacted by any potential land use change."

The Planning Commission is asking the BAC, along with other Committees, for help on transportation improvements in the vicinity of the property, to weigh in on the proposed project design, among other considerations.

I am not sure how long the meeting on March 18th will run - it looks like recent meetings have lasted between 1-2 hours. There may be more than one meeting, however it depends on the project and more information will be given during the meeting.

Attendance for the March 2nd Planning Commission meeting is not required for the representative or alternate.

Hi Elwyn,
I don't quite understand what we're looking for, and that project page isn't so helpful.
What about the Key Bridge Marriott site are they deciding? 
Would the representative and alternate just need to be available on March 18th, or is this an ongoing commitment? I presume the meeting will be two hours?
And they would not participate in the March 2 LRPC meeting, correct? 
We can send a note to the BAC list asking for reps -- I know that a lot of folks are interested in the Key Br. Marriott site -- but I want to make sure I'm understanding the request.

Related to the discussion that we had during the February BAC meeting regarding LRPC representation - an LRPC meeting is scheduled for March 18th at 7pm for the recently submitted Special General Land Use Plan (GLUP) Study for 1401 Langston Boulevard (the former Key Bridge Marriott site).  I have been told that this will be a hybrid meeting hosted at the Bozman Government Center and online via Teams.   

The BAC is being asked to designate a representative and an alternate to participate in this upcoming LRPC meeting (more information can be found on the project page). The Planning Commission will approve the LRPC roster for this meeting on March 2nd.... which falls at the same time as the joint BAC/PAC meeting. 

When you get a chance, can you please let me know by EOD Monday, February 23rd which Committee member you would like to serve as the representative as well as an alternate, who will be able to attend the LRPC meeting on behalf of the BAC?
