Question re Columbia Pike bike path

The bike path along the north side of Columbia Pike between Washington Blvd and the Pentagon seems to be almost complete. In the meantime, however, you have to bike on the roadway. There’s usually not much traffic but not much light either. Street lamps seem to have been installed but they are not turned on! Is there anyway to find out when the path will be open and if they can turn on the street lamps before that?
