new Spanish FAQ and new NAAN request form

I'm delighted to announce that the ARKsInTheOpen.org initiative recently issued:

1. A Spanish language version of the ARK Identifiers FAQ. We are grateful to newest working group member, Carlos Authier (National Council for Scientific and Technical Research - Argentina), for his work improving the translation.
2. Also, a new and easier-to-use NAAN Request form, which allows organizations to create ARK identifiers.

To get started assigning ARKs, you can always check out the ARK FAQ and request a NAAN.
