Hello Emily,
I have a lightweight application that mints and resolves ARK identifiers. It is PHP-based and uses SQLite, and it can be installed in any directory on your web hosting account. If it would be useful to you, I would be happy to share it with you free of charge.
I also have it available as a plugin for OJS 3.3.x, 3.4.x, and 3.5.x; OMP 3.5.x; and OPS 3.5.x.
If what you need instead is for another server to act as a resolver for your library, I can also provide that service. However, I should mention that you could implement the application directly on your own hosting and use ARK identifiers entirely free of charge.
Of course, there are other options; I am simply mentioning the one I can offer you directly.
