Restaurants that had no outdoor space before the pandemic built elaborate and expansive patios and sheltered outdoor dining rooms this past year by annexing sidewalks and parking lots to provide socially distanced seating.
My wife and I had a cabin with a sheltered balcony on a Mediterranean cruise. The bottom of the opening would easily be 3.5' so when you are sitting or in the lounge chair all you see is sky, the floor space is about 5' x 10'. However it kept you out of most of the wind. It also allowed more privacy then the open balconies and was a great place to get some fresh air without concern of being observed.

I personally prefer the balconies with the glass front. When you sit down on the balcony on a sheltered one you can't see the sea. I also like to lie in bed and see the sea through the glass front. I felt a bit "shut in" on the sheltered balcony. Just my opinion.
The balcony itself is larger on the sheltered balconies, but I must admit we don't care for them greatly, for the very reason mentioned above - you can't see the sea unless standing up. The cabins are also darker because less light penetrates.
A week or so ago a passenger on QE posted here with displeasure that his/her stateroom looked over the tops of the lifeboats rather than being able to look straight down and see the ocean. On QM2 the only balconies that let you look straight down and see the ocean are the sheltered balconies on 4-5-6.
Soooo, it sounds like a sheltered cabin is best if we want to do the 21 day on Cunard from NYC bound for Norway & back. But we'd be disappointed in a sheltered cabin if we choose Cunard for our WC in '21.
Aquadesiac, on QM2, there are lounge chairs by the Pavillion pool, on Deck 12, and on the Promenade Deck. Other than the Grill Categories, those are the only chairs that allow a full recline. So, if your wife likes to recline while soaking up the sun, those options for tanning might be preferable over the chairs on your (Britannia) balcony - if so, that tips the scale more towards the sheltered balcony.
My parents had the sheltered balcony on our QM2 crossing and we had the oceanview. The sheltered balcony is more like a mini-promenade (though you can't really do laps) because it's much more spacious than normal balcony cabins, although, I didn't really tour any regular balcony cabins so I cannot comment on anything other than the numbers of the square footage.

CHICAGO - Governor Bruce Rauner today announced the administration has identified its first sheltered market in the IT industry. This will ensure equal opportunities are provided to all Illinois businesses contracting with the State. Many businesses owned by women, minorities and people with disabilities face barriers when contracting with the State.
In July, Governor Rauner signed Executive Order 2016-08 that directed the Illinois Department of Central Management Services (CMS) to identify sheltered market opportunities, oversee the implementation of disparity study recommendations and increase the number of businesses owned and controlled by minorities, women, and persons with disabilities doing business with the State.

In response, property owners often install hard structures such as bulkheads as a way to prevent further erosion, but these structures cause changes in the coastal environment that alter landscapes, reduce public access and recreational opportunities, diminish natural habitats, and harm species that depend on these habitats for shelter and food. Mitigating Shore Erosion Along Sheltered Coasts recommends coastal planning efforts and permitting policies to encourage landowners to use erosion control alternatives that help retain the natural features of coastal shorelines.

It's no secret that New York state is phasing out sheltered workshops like this one. Production Unlimited already reduced its workforce from 200 to 65 over the past few years. Under pressure from the federal government, states are starting to phase sheltered workshops out entirely. But there's disagreement within the disabilities community about whether that's a good idea.

About 300,000 people work in sheltered workshops nationwide. Daphne Pickert, who runs St. Lawrence NYSARC, another disability services provider, says ending them removes an option for people who may never be ready for an outside job.
The Workforce Innovation and Opportunity Act (WIOA) requires that sheltered workers be told about their right to prepare for and try CIE at least once each year. WIOA also limits participation in sheltered work by requiring youth with disabilities to try CIE, with supports and services from Vocational Rehabilitation Services, before deciding whether they want to work in the community or at a sheltered workshop.
The President of the University and Regents have set a goal of 25% SBE/DVBE participation for Design and Construction contract spend by 2025. Sheltered workshops can legally pay people with disabilities below minimum wage for their work. In Missouri, where the minimum wage in 2021 was $10.30 and rising, the average sheltered workshop employee made half that: $5.15. Often based on productivity, hourly wages range from $1 to $18.13 acccording to data from the state Department of Elementary and Secondary Education.
The problem lies in a system that makes it more difficult for people with disabilities to find jobs in the community. Instead of receiving the additional support needed to be successful in competitive employment, Crome said, people who struggle with traditional jobs are often shuttled straight into sheltered workshops.
In fiscal year 2021, sheltered workshops in the state made nearly $187 million in revenue. Much of that comes from contract work. Workers make and package products for companies like 3M, Lysol, Dial, Resolve and more. Some have additional sources of sales: In Columbia, for example, CMSE runs the Giving Gardens, a retail nursery staffed by sheltered workshop employees.
Missouri, however, has continued to double down on its support. In July, Gov. Mike Parson signed a bill into law that will continue to allow sheltered workshops in the state to pay their employees less than minimum wage based on their productivity. In other words, the state endorsed the decades-old practice as a fail-safe should federal legislation opposing it succeed, Dan Gier, director of sheltered workshops for the state, told The Beacon.
It follows a 2017 resolution the Missouri legislature adopted affirming its support of sheltered workshops and multiple failures to pass the Missouri Employment First Act, which would require programs providing employment services to workers with disabilities to consider placing them in competitive, integrated spaces a top priority.

Then in 2016, CHS helped him enter the traditional workforce. Within a few years, the group ended both of its sheltered workshop programs, shifting its employment focus to helping adults with disabilities find and keep jobs in their communities, earning at least minimum wage. This is known as supporting competitive integrated employment.
The story of Petrie and the dozens of others who transitioned from sheltered workshops to outside employment is emblematic of the ongoing national debate about the role of disabled adults in the modern workforce.
