What steps will reproduce the problem?
1. Set up a parser with at least one optional -foo argument, and at least
one required positional float argument.
2. Parse a command line with a negative number in scientific notation.
3. Profit?

What is the expected output? What do you see instead?

Expected: Proper acceptance of the negative number as the argument value.
Experienced: "error: the following arguments are required: [name of
required arg]"

What version of the product are you using? On what operating system?

1.1 (included with Python 3.3), on Windows 7
