Addition of ArgotReply

Hello all,

The fields that define how to apply for a job, and how to reply to a
consultation have been merged, and moved to a single argot:

There is still some work to do on this argot, to take into account
similar concerns in some of the The London Gazette's vocabularies.

But I think there is enough there for now -- it contains properties
for replying by email, post or online, as well as setting contact
details -- although if there is anything that anyone needs adding,
please shout.

That's a good idea.

I wonder if it might be worth adding another term to this to make the
distinction between replying online and discussing/participating online?
arg:replyOnline vs arg:discuss?

There are some tools cropping up, mostly at DIUS, which let you do
things like embed the consultation's questions in your blog, via a
widget. I think that's a very useful thing to do, but it's not really
replying. If people are using those kinds of tools, it would be good to
be able to link to them in a more structured way.
