New property for vacancies and jobs -- 'argot:requires'

Hello all,

Thanks to some very useful input from Philip Rose and Mizan Syed, I've
managed to resolve some outstanding issues in the vacancy and job
argots.

There are still a couple more to do, and one grouping of information
can now be set using a new property called 'argot:requires'.

This property allows you to set one or more 'requirements' for a
vacancy or a job. Requirements for a vacancy might be that the
applicant is already a civil servant, whilst a requirement for a job
might be that the job-holder has been CRB checked, or speaks Arabic.

Obviously, when creating information about a vacancy, then the
location of these properties is slightly blurred; do we care whether
we say "all applicants must speak Arabic" or "all job-holders must
speak Arabic".

However, the reason for allowing properties in both places is because
if there is a need to store information about jobs separately from any
adverts for open positions (i.e., vacancies) then those properties
would need to go with the job itself.

For example, some jobs that involve working with children have a legal
requirement for a CRB check, so it seems much more accurate to put
that property on the job, rather than the vacancy.

Also, note that a vacancy might advertise two or three different jobs,
and the criteria for each might be different; so again, it would be
better to place the information on the job, not the vacancy.

Note that the sample vacancy here:

hasn't been updated yet, since all of the properties discussed are set
to 'false', so they don't need to be present. If someone has another
vacancy that does include these values, that I could use to illustrate
these properties, then that would be great.
