If you're having issues related to the .net framework, you may be able to repair the installation. But, what I would do is this...
1. Uninstall Argosoft Mail Server. When asked to keep existing users and settings answer YES. Reboot.
After running the repair tool, reboot.
3, If you are able to restart .net framework properly after repair, grab the latest copy of Argosoft Mail Server, or re-install your existing version, to the same folder you had before. Before running Argosoft Mail Server, reboot.
Any further troubleshooting and repair - including moving of the database and files to a new server, will require the use of SQL Management Studio, but hopefully the repair tool will do what you want.
