PULSE1 cc3 for pitch sweep - values beyond 128

I want to change pulse channel 1 sweep to C7 in hex which is 199 in
binary but the max binary value I can send is 127 or 7F.
How do I tell mgb from my sequencer to change cc3 (sweep) to use a
value beyond 127?
