Is there a repository or site with open source AR building blocks?
Perhaps with computer vision, interaction, content creation, etc
components that would facilitate the creation of AR applications.
If it is not available, would anyone else be interested in meeting
once or twice a week to discuss and do some hacking? Perhaps at the
Hacker Dojo or at another place near by?

That's a pretty nice list of open source projects and activities.
I think that most of these projects are usually self contained and
only support specific applications. I have modified the source code of
ARToolKit in order to use it as a tracker, but one cannot expect every
application developer to do the same. The AR group at TUM worked on
the opentracker, an architecture that would support reconfigurable
tracker. Opentracker would create a separation between applications
and trackers, allowing new tracking techniques to be created and made
available to applications. I'm not sure if some of their results were
incorporated in Studierstube.
I would like to have an open source architecture that abstracts the
underlying hardware and allows application developers to focus on
creating the application, similar to the role OSes and device drivers
do on desktops. Trackers and computer vision algorithms would be one
of the building blocks.
