Important information on Electricity Connection - MUST READ

Dear Fellow Residents,

Objective of this email to make you aware of some recent developments related to electricity in Ardee City.

PROBLEM:
As all of you are aware that we get our electricity from Ardee, instead of getting it directly from DHBVN, and that is the main reason behind frequent powercuts in our locality, a problem that will get worse year after year, as more and more houses are added to Ardee city.

Main reason behid this problem is that Ardee takes electricity from govt in the capacity of 5MW which is not sufficient for 2600 houses that are there in ardee city. Ardee can not ask for more from govt as this is the maximum that can be provided to a single connection.
And inspite of having this power limit, and bad infrastructure that they have laid down, they charge us extra in form of Service tax + 18% GST we have to pay over it.

NEW DEVELOPMENT:
Many of us spearheaded by RWA have been fighting for direct connection from Govt, many protests and Media management campaigns were done. Including a campaign "No direct connection, no vote in 2019".

Finally Pressure from all corners right from PMO(Prime Minister Office) and Central Government Ministers played an important role.
And on Jun 20th, approval for Direct Connection to each resident came from Chairman & MD of DHBVN.


CALL FOR ACTION:
First-of-a-kind development in Haryana for change of Single Point Connection to Multipoint Connection for residents of Ardee City. 
Outcome of today’s meeting with DHBVN officials:
1. RWA persuaded DHBVN officials to agree on an immediate takeover of Eleectricity distribution to the colony giving direct connection to each resident. 
2. Each resident would need to pay Rs 26000/- in a span of ten months towards cost for upgrading the distribution infrastructure ( DHBVN has assured to refund this amount once it recovers the same from the builder)
3. As per requirement, you must apply online for the load. The system would auto-calculate the amount to be paid. Out of this amount, Fixed Services Connection charges would be adjusted in your monthly electricity bills. 

*HOW TO APPLY FOR NEW CONNECTION *
1. Visit website of DHBVN ( dhbvn.org.in)
2. On right side of the page go to “Apply New Connection” and click it
3. On the subsequent page click on “Apply”
4. Fill the form with details. Please refer to the screen shot posted below. 
(Sample filled form is attached)

* kindly ensure to give a copy of the payment receipt* for the new connection in the RWA office ( d11/18 basement). We would provide this to DHBVN.

ATTENTION:
The time window to apply for new connection is 7 days only. 

Note: Every resident of Ardee City will have to be direct consumer of DHBVN. Builder’s supply would be disconnected and therefore residents without DHBVN meters won’t get electricity.

Extremely important point I missed out in the previous message is that 

FAQ:
Do I have to apply for a new connection?
>> YES. Within 7 days of closing of application window, Ardee city WILL NOT GET ELECTRICITY from govt, so anyone not having direct electricity connection will not have access to electricity.

What will happen to my deposits with Ardee city?
>> That is totally a different matter, we will fight for it separately, but govt authorities can not extract that money from Ardee and give it to us.

Does the owner have to take it in his name?
>> Yes the it will be on owners name, if the property is in joint name, then any one can apply.
 
Why do we have to pay additional 26000?
>> As the infrastructure created by ardee needs to be upgraded. As it is not ment to handle 2600 houses. This is as per DHBVN survey.
Govt will get this money from Ardee and pay it back to us, but that will take time.
We have to pay this money to DHBVN over 10 months in 5 electricity bills.
 
What is the proof of ownership required?
>>
Documents required to be submitted along with the Application:
(i) Proof of Ownership / Legal occupation of the premises. This may be any one of the following :
(a) Copy of sale deed/allotment letter or lease deed or rent deed in the name of the applicant
(b) Property tax receipt or tax demand notice as proof of ownership and rent deed or any other legal proof of being a tenant and paying rent as proof 
of occupancy.
(c) For agriculture supply connection‐ a copy of Khasra Girdawari/Jamabandi in the name of applicant.

(ii) Proof of identity:(any one of the documents given
below).
‐ Electoral identity card.
‐ Passport
‐ Driving license
‐ Ration card
‐ Photo identity card issued by a Govt. Agency
‐ Pan card
‐ Aadhar card

How much KW connection should I apply for?
>> That totally depends on power consumption of your house. But roughly it should be 2KW per a/c in your house.

We paid Ardee for the existing Meter - 8K, will i get it back?
>> Again I personally believe, Ardee wil not pay us back this amount. We will keep the old meter though.

I myself have applied for the new connection for 8KW, attached are the documents for reference.
Also note that in the payment_breakup ACD fee (6,000 Rs) will be refunded/adjusted in electricity bill raised by DHBVN.
