Taxonomy - classification change for Fly family Scathophagidae -> now a subfamily of Anthomyiidae

Based on this new publication  https://resjournals.onlinelibrary.wiley.com/doi/epdf/10.1111/syen.70037

I intend to change the Arctos taxonomy for 587 fly names. These have been in the family Scathophagidae but that family has been sunk into the Anthomyiidae so is now a subfamily (and the 2 current subfamilies are now tribes).

This is a rather large classification change that might affect some collections that rely on the Arctos taxonomy for their insect collections.

I've got a taxonomy classification bulkload file edited and ready to upload to make this change but wanted to give folks time to reply if there are any concerns.
