Arctos updates coming this week

Hello Arctos users!
A quick notice about Arctos updates coming by the end of the week that are based on the last AWG meeting discussion: 
First, In Data Entry: Record event type is not required any more to create an record, which leads to two options: 1) if you choose to add a record event type in data entry, then it will create an event that must follow normal Arctos spatial rules; 2) if you leave it empty, then all geographic fields will be ignore and no event created. (Github Issue #9444)

Second, in other identifiers: most immediately, users have wanted to use the id type of collector number or preparator number for any kind of agent (either a person or organization), this is now allowed. (Request - Allow collector & preparator numbers to be issued by non-person agents #8129) To do this in a logical and consistent manner with our dev principles, we ultimately streamlined all types of identifiers into a few categories based on function and have documented the method of handling all other identifiers in an upcoming Handbook page (Read more about Identifiers in draft form before it gets posted to the Handbook).
