Flow is near to zero!!

I am facing this issue in ArcSWAT as well as QSWAT. The model is giving a minimum value, near to zero. here is the SWAT-CUP PPU plot. where the best simulation shows a straight line, which is near zero. I need to fix this urgently; please help me......
