Error this time: application failed to start because its side by side configuration is incorrect

I was all set to run 64-bit release SWAT and got an error:

"The application has failed to start because its side by side configuration is incorrect.  PLease see the application event log or use command-line sxstrace.exe tool for more detail."

Any ideas?  I did replace the SWAT2009.mdb file.
