/arch/setup prepare_pacman needs revision

I saw people confused on this in a couple places so I figured it was worth making a topic out of.

In the /arch/setup script, specifically in the prepare_pacman function, there needs to be a line added to generate a pacman.conf that have the SigLevel set to never. Otherwise, installing packages from the installer is impossible. If you want I can create a patch, but it's so small I figured it unnecessary.
