Arch on >=POWER8 (Little-Endian)

Hi everyone,

this has been quite a dead project but here goes nothing.

I'm awaiting my Blackbird from RaptorCS running on a POWER9, it's one of a kind workstation class open platform, libre down to the firmware [1]. It's posed to be shipping end of Q1 2019.

In the meantime I'm working to get base(-devel) to build in packages for this platform and qemu-system-ppc64 to emulate it. Interesting will be that the entire thing is little-endian as opposed to most other platforms.

If there is any interest, I'm willing to open the thing up and host it somewhere like github etc for collaboration.

PS: Since I'm still waiting for the equipment to arrive, has anyone here acquired a Talos II by any chance and is willing to share their experiences?
