Clarification metadata.csv format

Hi there I am doing some tests and noticed that I am not getting the desired results. According to the documentation I can use both file level and folder level metadata. I thought that if I were to do this I could have the folder contain information that applies to every file and then specify the file to fill in the information. When I tested this I did not get this result. It appears that the folder information was captured but the file information is not added. Is there something that I am missing to get this result, or did I misread the documentation?
