12.04 new install OpenPGP issue

Starting from scratch with a new install - once we get to the step: 

sudo add-apt-repository ppa:archivematica/release
sudo add-apt-repository ppa:archivematica/externals

We get a errors stating no valid OpenPGP so further installations steps fail.

sudo add-apt-repository ppa:archivematica/release
You are about to add the following PPA to your system:
 tagged releases
Press [ENTER] to continue or ctrl-c to cancel adding it

gpg: keyring `/tmp/tmpZuyvd2/secring.gpg' created

That error would happen when the gpg key used to sign the packages is no longer on the keyserver run by launchpad.  That is not the case, I have tested just now and did not reproduce that problem in my environment. 
 
It is possible that your system is unable to connect to keyserver.ubuntu.com, perhaps because of a proxy in the way, or other networking issue.  The apt-get update command might have also failed, however, in that case. 

The other possibility is that kerserver.ubuntu.com was down or unavailable at the time you tried.  That should not happen, but it is conceivable. 

It is possible to manually add the key to your system, it is here:
http://keyserver.ubuntu.com:11371/pks/lookup?search=0x3C17BFABB232FFF062627C9425AF0DA1A280E479&op=index

but you should not have to do that.  I suggest trying again, and if it is still not working, confirm that you can add other launchpad ppa's (perhaps the webupd8 team ppa, or any other well known ppa), and confirm that your system is able to connect to keyserver.ubuntu.com
