Upgrade to from 1.6 to 1.13

I have upgraded (?) from 1.6 to 1.13.  The system just does not show older AIP's (they are there) in Archival Storage.  I was able to run one job through successfully and it shows up in Archival Storage without problem.  

I have run the Elasticsearch rebuild:

 manage.py rebuild_elasticsearch_aip_index_from_files but I get this message:

It looks like the SS locations_package table is missing the older AIP UUID's.  Is there some way to populate that table correctly or can I recreate that data by hand?
