Storage service Forbidden (403) in a Rocky install

Dear Friends,

We have moved onto trying a Rocky install of the product because it may fit our environment better.  I have gotten through most of the install and am trying to log-in to the storage service to get the API key and I get this error:

"Forbidden (403)
CSRF verification failed. Request aborted.
You are seeing this message because this site requires a CSRF cookie when submitting forms. This cookie is required for security reasons, to ensure that your browser is not being hijacked by third parties.
If you have configured your browser to disable cookies, please re-enable them, at least for this site, or for “same-origin” requests."

I know under Ubuntu this is handled fixed by adjusting the vars-singlenode-1.18.yml  file.  On Rocky where do you make this change?  I assume it's someplace in the file system?  Thank you in advance for your help.
